What is a Certificate of No Marriage (CENOMAR)?

A Certificate of No Marriage (CENOMAR), also referred to as Certificate of Singleness, is a document issued by the Philippine Statistics Authority (PSA) that certifies that a person is not married or has not yet contracted any marriage, or whose marriage was annulled, nullified, or divorced. It also serves as a requirement when getting a marriage license to prove that you are free to marry without any legal impediments.

Who Can Get a Certificate of No Marriage (CENOMAR)?

The following individuals can get a Certificate of No Marriage (CENOMAR):

  • Any individual who is eighteen (18) years old and above
  • Parent or guardian of an individual
  • Duly authorized representative, required to present an authorization letter

Note that a minor child is not allowed to book an appointment. Authorized representatives are not allowed to delegate his/her authority to request for a civil registry document to another person. They are only allowed to request for two (2) unrelated individuals.

The Philippine Statistics Authority (PSA) is the primary government agency authorized to issue the Certificate of No Marriage (CENOMAR), as mandated by Republic Act No. 10625. This Act also empowers the PSA to issue other vital documents such as Birth Certificate, Death Certificate, and Marriage Certificate. You may request a CENOMAR in person to the nearest PSA Civil Registry System Outlet or through online at the official website of PSA

What are the Requirements for Certificate of No Marriage (CENOMAR)?

The following information is required when requesting for a Certificate of No Marriage (CENOMAR):

  • Your full name, sex and birthday
  • Your name as it appears on your PSA birth certificate
  • Your father’s name 
  • Your mother’s name
  • Your birthplace
  • Purpose of your request 
  • Valid government-issued ID
  • Your delivery address and contact address, if application is through online
  • Authorization letter, if you’re requesting a CENOMAR for someone else

How Much Does a Certificate of No Marriage (CENOMAR) Cost?

Securing an appointment at the PSA Civil Registry System (CRS) Outlet is free of charge, but the CRS appointment slip is nontransferable. The copy of issuance, authentication and annotation of Certificate of No Marriage (CENOMAR) costs Php 210.00 per copy. While the payment fee for a copy of a CENOMAR requested online is Php 420.00, inclusive of the courier and service fees. 

How to Get a Certificate of No Marriage (CENOMAR)?

Requesting a Certificate of No Marriage (CENOMAR) from the Philippine Statistics Authority (PSA) may be done through walk-in or online application.

Walk-In Application Process of Certificate of No Marriage (CENOMAR)

To request a Certificate of No Marriage (CENOMAR) through a walk-in application, you must follow these procedures:

  • Book an Appointment. Visit the official website of the Philippine Statistics Authority (PSA) and book an appointment in the nearest PSA Civil Registry (CRS) Outlet for your application. Ensure that you will be free at your selected time and date. 
  • Visit the PSA CRS Outlet. Once you have an appointment schedule, visit your chosen PSA CRS Outlet on your scheduled date and time to process your request. If you are an authorized representative, don’t forget to bring an authorization letter. 
  • Validation of Appointment. Present your printed or digital copy of CRS Appointment Slip to the Information Marshal for validation purposes. 
  • Fill Out the Application Form. Get application form and queue ticket number. Fill out the form and ensure that all information is accurate and complete.
  • Present and Submit the Requirements. Submit the accomplished application form and all supporting documents to the transacting window for screening and payment. Present your valid government-issued ID and the authorization letter or Special Power of Attorney (SPA), if you are an authorized representative, for verification purposes.
  • Pay the Fees. Pay the necessary fees and secure the Official Receipt.
  • Issuance of Certificate. On the scheduled date and time of the release of your Certificate of No Marriage (CENOMAR), proceed to the Releasing Area and present your valid ID and authorization letter or SPA, if you are an authorized representative, to the Releasing Officer. 

Once the CENOMAR has been secured, do not forget to check the correctness and completeness of the received document. If there are some typographical errors, inform the Releasing Officer immediately.

Online Application Process of Certificate of No Marriage (CENOMAR)

To request a Certificate of No Marriage (CENOMAR) through an online application, you must follow these procedures:

  • Visit the PSA Website. Visit the official website of the Philippine Statistics Authority (PSA) and click the “Order Now” button.
  • Choose Certificate Type. On the next page, choose the “CENOMAR” button. Read and check the box at the button to agree with the terms and conditions then click “Continue” to proceed to the application.
  • Request a CENOMAR. A page will be displayed showing two (2) options: “My Own CENOMAR” or “For Someone Else”. If you are requesting for your CENOMAR, choose “My Own CENOMAR”. If you are requesting for someone else, select “For Someone Else”. After choosing your option, click “Continue”.
  • Enumeration of Required Information. A list of required information that will be collected from you will be displayed on the next page to help you prepare before proceeding with the process. Remember that using false information and/or without the requisite authorization as defined by the PSA is an unmistakable case of misrepresentation, marked by a clear intent to deceive. Click “Continue” once you have all the information. 
  • Fill Out the Application Form. Provide your personal information and valid government-issued ID. Ensure that all information is complete and correct. 
  • Purpose of Request. You will be required to specify your purpose in requesting a copy of your CENOMAR. Choose your purpose among the options listed, then proceed to the next page. 
  • Provide Delivery Information. On the next page, you will be required to provide your delivery address, mobile number, and email address. Make sure that you or your authorized person can personally receive your requested document on your delivery address. 
  • Wait for the Delivery. Patiently wait for your requested document to be delivered in your provided address. Once received, do not forget to check the correctness and completeness of the document. 

How Long Does a Certificate of No Marriage (CENOMAR) Delivery Take?

In Metro Manila, the delivery of a Certificate of No Marriage (CENOMAR) is scheduled the next day after the Philippine Statistics Authority (PSA) released the document. While provincial, the CENOMAR will be delivered within three (3) to eight (8) working days. 

Can I Assign Someone to Receive My Certificate of No Marriage (CENOMAR) If I Will Not Be Available?

Yes, if you will not be available at the time of the delivery of your CENOMAR, you can assign someone who is at least eighteen (18) years old and resides in the same household where your order will be delivered. Note that you can’t assign someone who doesn’t live in your household to receive your document due to the confidentiality and for your security.

How Can I Assign an Authorized Person to Receive My Certificate of No Marriage (CENOMAR)?

In your online application, you can assign someone by clicking “I want to assign an Authorized Person to Receive the Document” on the Order Confirmation page. An email with a secure link will be sent to your registered email address, where you will be required to provide your information and your Authorized Person to Receive and valid ID for validation purposes. 

Once done, a letter of authorization will be generated with your information and your Authorized Person to Receive. You will be required to sign the letter electronically by clicking the “Sign Letter of Authorization” button. A message will then be shown upon successful assignment of the Authorized Person to Receive. 

During delivery, your authorized person will be required to present their valid ID. If you will be available on the day of the delivery, you may claim your document even having an authorized person. You will be required to present your valid ID to successfully receive your CENOMAR. 

Does a Certificate of No Marriage (CENOMAR) Have an Expiration Date?

A Certificate of No Marriage (CENOMAR) has no expiration date. However, companies or agencies should request for a CENOMAR for their employees not more than six (6) months old from the date of its issuance. If your certificate has been issued beyond the six-month period, you may apply for a new request.
