DOLE DO 174

The Department of Labor and Employment (DOLE) in the Philippines has established various regulations to protect the rights of workers and ensure fair labor practices. One of these significant regulations is the Department Order No. 174 (DO 174), which primarily addresses issues related to contracting and subcontracting.

Pursuant to Section 14 of DO 174, the Secretary of Labor and Employment mandates that all contractors must register with the DOLE Regional Office where they operate, to protect the workers’ rights. If contractors do not register, it is assumed they are engaging in labor-only contracting. The Regional Offices of DOLE will oversee this registration system ensuring that requirements are met, with the Bureau of Work Conditions (BWC) serving as the central registry.
