Requirements for Securing a Private Employment Agency License

Those applying for a new Private Employment Agency license from the Department of Labor and Employment will need to submit the following requirements:

  • Two copies of duly accomplished and notarized application forms
  • A certified true copy of the certificate of registration for the following:
    • DTI registration for single proprietorship
    • SEC registration for partnership and corporation (including articles of Partnership or Incorporation)
  • Any type of proof showing a minimum of 1M net worth for sole proprietorships, such as:
    • Bank certificate
    • Latest audited financial statement
    • DTI Certificate of Capitalization
  • Proof of 1M paid-up capital for partnership and corporation:
    • Articles of partnership or corporation
    • Latest audited financial statement
    • SEC-issued Certificate of Corporate Filing
    • SEC-issued Certificate of Increase of Capital Stock
    • Approved Amendments of Articles of Partnership or Corporation
  • A copy of the original application from the DTI for single proprietors
  • Certificate of Land Title or Lease Contract for a duration of one year, with an option for renewal. Total office area must be identified with at least 50 square meters.
  • Original NBI Clearance of the applicant, all partners if applying for a partnership, or all officers and directors if applying for a corporation
  • Notarized Affidavit of Undertaking that states that the applicant shall:
    • Ensure that all parties involved adhere to the DOLE Standard Recruitment
    • Not engage nor support acts that involve illegal recruitment, trafficking, acts violating the Anti-Child Labor Law, and crimes that involve moral turpitude or similar activities
    • Not collect any form of fees or monetary incentives from applicants
    • Assume complete responsibility for every act performed by its employees, representatives, and officers related to recruitment and placement activities.
  • List of representatives who are at least college level, or with proof of relevant experience of completed training in the recruitment industry
  • Certificate of Attendance to DOLE’s Pre-Application Seminar.
  • Signed and notarized Appointment or Contract of Employment, 2×2 photos, bio-data, and original NBI Clearance of the Office Manager, Office Secretary, or Clerk who must be competent in the preparation and review of relevant documents.

Applications for a PEA recruitment license shall only be processed once all complete documentary requirements are submitted.

Fees

Payments for an application for a PEA license are as follows:

Filing Fee: P 5,000.00 (Cash/Manager’s Check)
License Fee: P 15,000.00 (Manager’s Check/Cashier’s Check)
Cash Bond: P 50,000.00 (Manager’s Check/Cashier’s Check)
Surety Bond for three years: P 100,000.00 (Manager’s Check/Cashier’s Check)

Renewal

To renew a PEA License, the same requirements and fees apply, in addition to:

  • Copy of placement reports that cover the validity of the current license
  • Copy of the existing license

License verification

You can search or verify records of licensed Private Employment Agencies by providing the name or license number of the agency by using DOLE’s online Private Employment Agencies License Verification tool.
